From November 23, the direct settlement of medical expenses for general outpatient services at Shenzhen Samii International Medical Center (The Fourth People's Hospital of Shenzhen) (SSMC) is available for patients insured outside Shenzhen.

What types of insured people can apply for the out-of-area medical treatment registration?

The following five groups of people can apply for the out-of-area medical treatment registration. Out-of-area patients who have already applied for the registration can simultaneously turn on the direct settlement service for outpatient expenses, with no need for another registration.

Group I: retirees settled in a different place refer to people who settle in a different place after retirement and move their household registration to the place of residence; the out-of-area medical treatment registration for such people is permanently effective.

Group II: people living in a different place on a long-term basis refer to people who recently intend to live or have lived continuously in a different place for more than half a year. The validity of their registration depends on the validity of their residency certificate or letter of personal commitment.

Group III: employees stationed in a different place on a permanent basis refer to personnel who are assigned by their employers to work in a different place and meet the relevant provisions of the place where they are insured. The validity of their registration depends on the validity of the dispatch certificate issued by their employer in the place of their insurance, the work certificate issued by the employer in the different place, their work contract or their letter of personal commitment.

Group IV: patients referred to a different place for medical services refer to people who satisfy the referral requirements of the place where they are insured; the validity of their registration is determined by the place of their insurance based on local conditions.

Group V: other people who meet the requirements of the place where they are insured as out-of-area patients, and related matters shall be implemented based on the provisions of the place of their insurance.

How to apply for the out-of-area medical treatment registration?

The insured people can apply for the out-of-area medical treatment registration through the medical insurance agency, the WeChat applet, the mobile app, the website, the telephone number or other channels announced by the place of their insurance.

I. Apply with mobile phone

1. Cross-provincial registration:

Download the “国家医保服务平台” (National Medical Insurance Service Platform) app or search “国家异地就医备案” (National Out-of-area Medical Treatment Registration) applet in the search bar of WeChat, go to “【快速备案】” (Quick Registration), and follow the prompts to complete the registration. You can also follow up on the progress of your registration.

2. Intra-provincial registration:

(1) Follow the “粤省事” (Yue Sheng Shi) applet to go through authentication, and tap “【服务】” (Service) → “【医保】” (Medical Insurance) → “【就医保障】” (Medical Security) → “【异地就医】” (Out-of-area Medical Treatment) → “【异地就医备案登记】” (Out-of-area Medical Treatment Registration) to fill in your information.

(2) Go to the “粤医保” (Yue Yi Bao) applet, and tap “【异地就医】” (Out-of-area Medical Treatment) → “【异地就医备案】” (Out-of-area Medical Treatment Registration) to fill in your information.

II. Apply with desktop

Log in to [http://www.gdzwfw.gov.cn] → Click “【切换区域和部门】” (Switch Regions and Departments) → Select “【**市 – 市医保局】” (**City - Municipal Medical Insurance Bureau) → Search “【人员备案】” (Personnel Registration) to fill in your information as required.

III. Apply on site:

Go to the medical insurance agency in your place of insurance for on-site application.

What are the procedures for direct settlement of medical expenses for outpatient services?

Basically, the procedures are “out-of-area medical treatment registration, selection of a designated medical institution for medical treatment, and using medical insurance card for medical treatment”. Eligible out-of-area insured people should go through the registration formalities in the medical insurance agency of the place where they are insured, and select “深圳市萨米医疗中心（深圳市第四人民医院）” (Shenzhen Samii Medical Center (The Fourth People's Hospital of Shenzhen)) (H44031000262) as the designated hospital for out-of-area medical treatment. The insured people shall present a valid ID card, a social security card (including electronic voucher) and relevant materials for the direct settlement of outpatient expenses in our hospital.

Reimbursement Policy

The main reimbursement policy for the direct settlement of out-of-area outpatient  expenses can be concluded as "reimbursement for items on the medical insurance list of the place where medical services occur according to the reimbursement policy of the place where a patient is insured". It means that the reimbursement for drugs, diagnosis and treatment and medical service facilities covered by the basic medical insurance shall, in principle, be implemented according to the scope and relevant provisions of the place where medical services occur, while the ratio of payment-reimbursement for medical expenses covered by the basic medical insurance fund, the payment cap, the scope of specific outpatient diseases with the coverage and others shall be subject to the provisions of the place where the patient is insured.
