Shenzhen Samii Medical Center (The Fourth People's Hospital of Shenzhen) (SSMC) is going all out to thoroughly implement the decisions of the 

CPC Central Committee on comprehensively promoting rural revitalization, further advance the "paired-up" assistancescheme and help improve the development of healthcare of hospitals in key counties receiving assistance according tothe National Strategic Plan for Rural Revitalization.

From June 1–4, 2023, WANG Cheng, CPC Secretary, Legal Representative and Deputy Hospital Director of Shenzhen Samii Medical Center (The Fourth People's Hospital of Shenzhen) (SSMC), led a group of 23 experts to the People's Hospital of Debao County to carry out a series of activities under the "paired-up" assistancescheme, such as the Hospital Directors' Forum, academic lectures, surgical demonstration, teachingward rounds, voluntary consultations and Party building activities, with in-depth exchanges in everything ranging from medical technology to the Party building leadership formula.

Genuine Assistance

Access to voluntary consultations by experts "in your doorway"

On the morning of June 2, a group of experts from the Neurosurgery, Urology, General Surgery, Anesthesiology, Orthopedics, Obstetrics & Gynecology, and Neurology Departments and the Health Maintenance Clinic of SSMC offered voluntary consultations to the genral public in the Outpatient Department of the People's Hospital of Debao County.

"In the past, it was a torture to travel all the way to a big city such as Beijing, Shanghai, or Guangzhou to consult an expert, which is time-consuming, laborious and expensive. Now, we can access medical treatment from senior experts at the national level in our county. It's the national policy that truly delivers happiness and health to us common people!" said Mr. YANG (pseudonym), a local resident, who went to the Outpatient Department of the People's Hospital of Debao County early in the morning for registration and was waiting for his consultation.

At the site of voluntary consultations, experts carefully checked the patients for their conditions, put forward practical treatment plans, and would immediately organize multidisciplinary consultations for patients with complicated conditions if needed, providing patients with the best treatment regimen, and sending quality medical services to the grassroots. This allows people in Debao County to enjoy the top medical services from Shenzhen at their doorstep. In the more than 3 hours of voluntary consultations, over 200 patients received diagnosis and treatment.

Sincere Assistance

Surgical Demonstration

On the morning of June 2, FAN Henghua, Head of the Orthopedics Department of SSMC, offered a surgical demonstration by successfully performing an open reduction and internal fixation assisted by a C-arm machine for a patient with a right Pilon fracture and a right lateral malleolus fracture due to falling. 
This surgical demonstration not only strengthened the understanding of anatomical structure of the Pilon fracture by medical staff at present, but also helped standardize the surgical steps of C-arm machine assisted fracture reduction in the People's Hospital of Debao County, which is of great guiding significance for future operations in the hospital.

Into the Departments

Hands-on Guidance

On the afternoon of June 2, in order to further improve the medical quality, medical technology and specialty development of the People's Hospital of Debao County, the SSMC expert group walked into the Health Maintenance Clinic, Emergency Medicine, Surgery Ward III (Neurosurgery and Urology), Surgery Ward I (General Surgery), Internal Medicine Ward I (Neurology and Respiratory Medicine), Gynecology, Pediatrics and related functional departments to give on-site guidance. The two sides had in-depth communication and discussion on specialty development, ward rounds, challenging cases, special diagnosis and treatment, routine medication and standardized nursing, and experts answered questions raised by staff from relevant departments one by one.

Welcome Ceremony

& Equipment Donation Ceremony

On the morning of June 3, a welcome ceremony for the medical exchange activities under the "paired-up" assistance scheme between SSMC and the People's Hospital of Debao County was held in the conference room on the 13th floor of the outpatient complex of the People's Hospital of Debao County.

Twenty-three SSMC leaders and experts, including WANG Cheng, CPC Secretary of SSMC, and SSMC experts stationed in Debao, NONG Jihui, Deputy Chief of the People's Government of Debao County, CEN Jiawei, Head of Debao County Health Bureau, XIAN Zhongguang, Deputy Head of Debao County Health Bureau, CHEN Min, Director of the People's Hospital of Debao County, PANG Qiang, Executive Deputy Director of the People's Hospital of Debao County, and other hospital leaders, middle-level leaders and personnel from functional departments, attended the welcome ceremony. The welcome ceremony was presided over by CHEN Min, Director of the People's Hospital of Debao County.

WANG Cheng, CPC Secretary of SSMC, delivered a speech and stated that since the establishment of the "paired-up" assistance relationship between SSMC and the People's Hospital of Debao County in May last year, the development of both sides has been closely linked. In the past year, SSMC has been committed to building a "paired-up" assistance mode featuring resource sharing and win-win results.

WANG Cheng mentioned that in the new year, SSMC will focus on the difficulties and bottlenecks encountered by the People's Hospital of Debao County, help the hospital identify key issues, increase the relevance of the SSMC assistance, send senior SSMC experts to station on site to help weak departments in the hospital, and strive to further improve the comprehensive diagnosis and treatment capacity of the People's Hospital of Debao County by sending experts for long-term and short-term assistance and guidance. 

Meanwhile, WANG Cheng thanked the Debao County Party Committee and the People's Government of Debao County for their strong support to both sides. He hoped that the Debao County Party Committee and the People's Government of Debao County could give certain favors to the People's Hospital of Debao County in their policies in the in-depth investigation as part of the thematic education on learning and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. SSMC will find the right direction, continue to exert its efforts, offer assistance wholeheartedly, provide comprehensive medical security for the people in Debao in a new manner, offer better medical services, and truly dedicate to the health of the people in Debao with love and expertise.

NONG Jihui, Deputy Chief of the county, expressed warm welcome and heartfelt thanks to the arrival of the expert group led by WANG Cheng. He said that despite of his busy schedule, Secretary WANG Cheng led a team of experts to the People's Hospital of Debao County three times a year to carry out activities such as voluntary consultations, surgical demonstration, teaching ward rounds, academic lectures, and equipment donation, and provided all-round assistance to the People's Hospital of Debao County as regards specialty development, talent training, IT development, and improvement of patient satisfaction, offering better health protection to people in Debao and enhancing their livelihood and well-being.

He hoped that the People's Hospital of Debao County would seize the favorable opportunity presented by the "paired-up" assistance from SSMC to establish a good telemedicine cooperation relationship based on the high-quality medical resources of SSMC and ensure a smooth two-way referral.

He also hoped that the People's Hospital of Debao County would make more efforts in upgrading core specialties, consolidating the foundation of supporting specialties and creating superior specialties, and continuously improve their medical capabilities and the quality of medical services. He hoped that Debao Health Bureau would deeply understand the great significance of the "paired-up" assistance scheme initiated by the Organization Department of the CPC Central Committee, improve political, ideological and action consciousness, and jointly advance the scheme, so that the people in the county can remarkably improve their sense of gain, happiness and security when seeking healthcare services. 

The leaders’ speeches were followed by an equipment donation ceremony. On behalf of SSMC, WANG Cheng donated a batch of equipment to the People's Hospital of Debao County, including air mattresses, dental instruments and other sets of equipment. The equipment will be put into full use in clinical activities, which will better support the specialty development of the hospital, greatly enhance its diagnosis and treatment, and play an active role in benefiting the people in Debao.

Hospital Directors' Forum and Academic Lectures

On the morning of June 3, in order to effectively improve the professional and technical competence of medical staff in Debao County and establish a good academic atmosphere, experts from SSMC held the Hospital Directors' Forum and offered academic lectures in the conference room on the 13th floor of the outpatient complex of the People's Hospital of Debao County. All medical staff of the People's Hospital of Debao County, and medical representatives from Debao Maternal and Child Health Hospital, Debao Hospital of Traditional Chinese Medicine and township hospitals attended the forum. 

At the Hospital Directors' Forum, WANG Cheng gave a special lecture on "New Development Concept Leading High-quality Development of Hospital". He comprehensively illustrated and explained the advanced hospital management concepts and new medical service concepts of SSMC to all participants, which benefited them a lot.

They brought a rich academic feast to all medical staff in Debao County, who expressed successively that the contents are practical, easy to understand and of a strong guiding significance for clinic practice.
