To thoroughly implement the national policy of “group-based” paired-up assistance program, further strengthen healthcare cooperation between eastern and western regions of China, bring high-quality medical resources to less-developed areas, and effectively enhance the healthcare service capability of Debao County, a 17-member expert team from The Fourth People's Hospital of Shenzhen, led by CPC Secretary WANG Cheng, visited The People's Hospital of Debao County from April 22 to 25 to carry out a three-day “group-based” paired assistance and medical exchanges. The delegation consisted of hospital management personnel, academic leaders, and key clinical specialists. This initiative was not only a practical implementation of the national strategy for coordinated regional development, but also an important step toward establishing a long-term collaborative mechanism between medical institutions in eastern and western China. It has built a convenient way for people in mountainous areas to access high-quality medical services at their doorstep.

Expert Meeting for the “Group-based ” Paired Assistance and Medical Exchanges
On the afternoon of April 23, the expert meeting for the “group-based” paired assistance and medical exchanges was held in the conference hall of the outpatient building at The People's Hospital of Debao County. More than 100 participants attended the meeting, including LI Guangna, Deputy County Mayor of the Debao County People’s Government, HUANG Liyun, CPC Secretary of the leading Party members groups and Director of the County Health Bureau, all members of the assistance team from The Fourth People's Hospital of Shenzhen, as well as the leadership team and middle-level leaders of the county hospital. The meeting was chaired by Hospital Director LI Weixin of The People's Hospital of Debao County.

In her speech, Deputy County Mayor LI Guangna expressed sincere gratitude to The Fourth People's Hospital of Shenzhen for its long-term assistance and support. She noted that “group-based” paired assistance is an important public welfare initiative for consolidating poverty alleviation achievements and comprehensively advancing rural revitalization. She expressed hope that the county hospital would cherish and seize this valuable opportunity to learn advanced management experience and clinical techniques from the hospital in eastern China, and continuously improve its service capabilities to better safeguard the health of people in mountainous areas. She also hoped that The Fourth People's Hospital of Shenzhen would continue to provide comprehensive support and guide the high-quality healthcare development in Debao County with Shenzhen’s new development philosophy.

WANG Cheng, CPC Secretary of The Fourth People's Hospital of Shenzhen, stated that over the years of carrying out “group-based” paired-up assistance, the hospital has consistently aimed to comprehensively enhance the diagnostic and treatment capabilities of The People's Hospital of Debao County and safeguard public health. He noted that the hospital has provided all-round support in areas such as specialty development, talent training, improvement of technical skills, and management optimization. Looking ahead, the hospital will continue its efforts to truly achieve the assistance goal of combining “external support“ and “internal capability building“, provide stronger comprehensive medical support, deliver higher-quality healthcare services, and genuinely dedicate both compassion and medical expertise to the local people.

Hospital Management Capability Training Program
Following the expert meeting, ZHANG Longping, Secretary of Discipline Inspection Committee and member of the Party Committee of The Fourth People's Hospital of Shenzhen, YANG Jingqing, Deputy Head of the Finance Department, and Georgian physician Revaz Shalibashvili, currently undertaking an observership, delivered themed lectures and presentations on modern hospital integrity education, optimization of performance and operational systems, and his study and observership experiences, respectively. More than 100 middle-level leaders from the hospital participated in the training, which introduced new concepts and approaches for improving hospital management, promoting high-quality specialty development, and enhancing scientific hospital operations.




Symposium Between Hospital Leadership Teams
On the morning of April 24, to further clarify the measures and objectives of the “group-based” paired-up assistance program, WANG Cheng, CPC Secretary, ZHANG Longping, Secretary of Discipline Inspection Committee, and QU Xiugui, Head of the Party and People Work Department of The Fourth People's Hospital of Shenzhen, held a symposium with the leadership team of The People's Hospital of Debao County. The two sides engaged in in-depth discussions focusing on three core topics: the pathways for high-quality hospital development, the assistance plan for the 15th Five-Year Plan period, and the establishment of a long-term mechanism for deep cooperation. During the meeting, WANG Cheng, based on development trends in modern hospitals, provided targeted guidance and suggestions addressing key issues in the county hospital, such as weaknesses in specialty development, talent pipeline cultivation, and medical quality improvement. Both sides jointly reviewed a list of key annual assistance tasks and established a three-tier collaboration mechanism featuring “hospital-level overall coordination, department-to-department pairing, and dedicated personnel liaison,” laying a solid institutional foundation to ensure that future assistance work can be implemented accurately and effectively, and sustained over the long term..


Large-scale Joint Free Medical Consultation Services
On the morning of April 24, experts from eight key specialties of The Fourth People's Hospital of Shenzhen, including Orthopedics, Urology, General Surgery, Obstetrics and Gynecology, Dermatology, Rehabilitation Medicine, Ophthalmology, and Stomatology, together with relevant specialists from The People's Hospital of Debao County, carried out a large-scale joint free consultations in front of the outpatient complex building of the county hospital. The event provided disease consultations, health counseling, and medication guidance services for more than 200 local residents. For patients with difficult or complex conditions, personalized diagnosis and treatment plans were developed on-site. The activity effectively addressed the problem of “difficult access to specialists” for local people and received wide praise from them.


Providing Direct Technical Guidance at the Clinical Frontline
During the “group-based” paired-up assistance and medical exchanges, the expert team provided hands-on technical guidance across various clinical departments through specialty development consultations, teaching ward rounds, difficult case discussions, surgical demonstrations, and professional lectures. These efforts helped standardize diagnostic and treatment procedures for medical staff at The People's Hospital of Debao County and enhance their capabilities to manage and treat complex diseases.
